can somebody help me achieve my dream art style ?

basically, I’m looking for anybody who can redraw something for me, “how will this help?” your probably thinking,I’m having a hard time with this art piece that’s made by an ex friend of mine and I’m trying to recreate it but I have no idea how to draw in that style, I’ve been having a hard time redrawing it since I’m bad at art so I’m hoping you will draw it then hopefully explain how you did it, the style is kinda animeish if you have that style. please help please and thank you
