Ender 3 stops extruding part way through print

Is 10mm+ under extrusion normal? I'm calibrating my esteps and finding it's extruding 10 to 13 mm less than the 100mm. Is this something to worry about? If so what should I check? I've cleaned the hot end and tightened the pulley because it wasn't screwed in.
